The US Department of Education's State Fiscal Stabilization Fund (SFSF), established under the American Recovery and Reinvestment Act of 2009 (ARRA), requires all states to comply with 34 indicators and 3 descriptors related to 4 educational assurances by September 2011.  These educational assurances are the cornerstone of reform espoused by the US Department of Education.
